Cebu Pacific ran a seat sale on its international routes out of Japan, floored at JPY 6,500 one way from Kansai to Manila. Booking closed on 15 September 2026, travel runs to 28 February 2027, and nine routes were covered across three destinations.

Five Manila routes sat inside a JPY 1,500 band, and New Chitose alone jumped to JPY 14,500

Six departure airports, three destinations, nine combinations. The floor fares landed like this.

RouteOne way (fare portion)
Kansai – ManilaJPY 6,500
Narita – Manila / Narita – ClarkJPY 7,500
Fukuoka – Manila / Chubu – ManilaJPY 8,000
Narita – CebuJPY 8,500
Kansai – CebuJPY 9,000
Chubu – CebuJPY 9,500
New Chitose – ManilaJPY 14,500

The five Manila routes fit inside a JPY 1,500 band, and then New Chitose steps out to 14,500 — 2.2 times the Kansai fare, a gap of JPY 8,000. Switching the destination to Cebu adds 1,000 to 1,500 from the same airport, except out of Kansai, where the gap widens to 2,500. Chubu–Cebu at 9,500 is the second-highest of the nine, and that route only started flying with August’s launch sale. A route that has just opened rarely sits near the bottom of a fare table, because thin supply shows up in the price.

The official wording was “until 15 September, or until seats run out”, so a sell-out would have closed it early. Travel, by contrast, stayed open from 1 September through 28 February 2027, putting the New Year break and the February holidays inside the window. Fifteen days of selling against six months of flying is a deliberately lopsided pairing.

JPY 6,500 is not what you hand over. The fare covers carry-on baggage up to 7kg and nothing else: the web administration fee, the 550-peso international terminal fee and the fuel surcharge are separate lines, and checked baggage sits outside the 7kg allowance as well. Departures from Japan on or after 1 July 2026 also carry the international tourist tax of JPY 3,000 per person. Check a bag, fly both ways, and the distance between the headline and the total runs into the thousands of yen. Rates for rooms and activities around Cebu can be lined up on Klook to see what share of the trip the airfare actually is.

Who it’s forTravellers flying to Manila out of Kansai, Narita, Fukuoka or Chubu with the dates already settled. From those four the fare line stays at JPY 8,000 or below, and with travel open to the end of February 2027 a flight half a year out can be locked in. It suits nobody whose plans are still moving: a promotional fare is not refunded if you drop it, and every date change costs a fee.
Already booked? The fare is non-refundable, so rebooking the same sector does not bring the original money back. Paying the fee to move the booking does work, which means the date is the only thing you can shift. If you are reshaping the Cebu half of the trip, the 4-night, 6-day Cebu model plan gives you the flight pairing and the local transfers to build on.
Compared with past salesThe same airline ran a Chubu–Cebu launch sale in August, and this round widened the route list rather than cutting deeper. What decides it is not the headline fare but whether your nearest airport is one of the nine. Which carriers discount, and how often, is set out in the sale coverage by airline.

New Chitose runs JPY 8,000 above Kansai, enough to pay for a domestic connection

New Chitose–Manila at 14,500 against Kansai–Manila at 6,500 leaves JPY 8,000 on the table, and a separate domestic hop down to Kansai can fit inside that on the one-way leg. Measured against Narita–Manila at 7,500 the gap is still 7,000. What it costs you is the protection: Cebu Pacific does not operate domestic flights in Japan, so the hop is a separate booking, and a delay that makes you miss the international departure is yours to fix and yours to pay for. If the international flight leaves early enough to need a night nearby, the hotel goes on the same side of the ledger.

Everywhere else the arithmetic stays boring. Fukuoka and Chubu at 8,000, Narita and Clark at 7,500, all within JPY 1,000 to 1,500 of Kansai, which is no reason to travel to Kansai first. One route out of nine carries a gap worth thinking about; for the other eight, flying from the airport nearest you is simply the answer.
